YPB - On the afternoon of October 9th, the Provincial People's Committee held a conference to evaluate the results of socio-economic development tasks in the first nine months, implement tasks for the last three months of 2024, review the efforts in disaster prevention and recovery from Storm No. 3, and decide on several matters under its authority.
In the first nine months of 2024, the socio-economic situation developed stably; production and business activities showed positive recovery, with many economic indicators significantly increasing compared to the same period in 2023. Notably, forest planting achieved 106.2% of the growth scenario; the industrial production index increased by 9.9% (the target was 8.9%); the value of industrial production (at 2010 prices) reached 101.8% of the target; total retail sales of goods and service revenue were 103.8% of the target; the number of tourists reached 126.4% of the target; the number of new jobs created was 125.0% of the target; the number of preschools and primary schools recognized as meeting national standards was 116.7% of the target; the number of communes, wards, and townships meeting national health criteria was 100% of the target; the vaccination rate for children under one year old reached 76.0% (the target was 70.4%); the number of new businesses established was 107.7% of the target; and total investment capital reached 100.2% of the target.
The cultural and social sectors received attention and made significant progress; the quality of education and training, as well as public health care, continued to improve. Efforts in vocational training, job creation, and social security policies were effectively implemented; support was provided for the construction and repair of 1,349 houses, achieving 94.7% of the 2024 plan. Environmental protection, disaster prevention, and climate change response efforts were strengthened. The political security and social order in the province were maintained, with no complex incidents arising.
In response to the aftermath of storm No. 3 and the flooding that followed, the province mobilized the entire political system to focus on recovery efforts, cleaning up the environment, and stabilizing the situation for the people. The authorities directed relevant agencies and localities to urgently arrange resettlement land for families who lost their land and homes. Resources and manpower were concentrated on restoring infrastructure, which has largely met the needs of the residents. To help residents quickly restore production and stabilize their lives, the Provincial People's Committee submitted a resolution to the Provincial People's Council to support tuition fees for preschool children, students, and pupils attending public educational institutions in Yen Bai Province for the 2024 - 2025 school year. The resolution also outlines certain measures and levels of support for agricultural production losses due to the impact of storm No. 3 in Yen Bai Province in 2024.
In his directive speech at the conference, Mr. Ta Van Long, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, acknowledged and praised the efforts of all levels and sectors in fulfilling their tasks during the first nine months of 2024. He also urged that, in the upcoming period, the Provincial People's Committee should continue to effectively implement support policies for agricultural, forestry, and fishery production, and quickly restore agricultural production, especially in crop cultivation and livestock raising.
He directed relevant departments and agencies to closely coordinate with the People's Committee of Van Yen District to complete the criteria for becoming a new rural district and to prepare the necessary documentation for authorities to recognize it as meeting new rural standards in 2024, ensuring timely progress.
He emphasized the need to actively accompany, monitor, and have direct dialogues to resolve difficulties for industrial production enterprises and investment projects for infrastructure in industrial zones; to effectively manage and control the market and prices; to implement effective tourism development cooperation programs; to accelerate the progress of public investment plans and disbursement of funds; to expedite the arrangement of resettlement land for households affected by storm No. 3; to uniformly and effectively execute tasks related to education and training, as well as the development of human resources; to enhance the quality of public health care; and to ensure social security linked with safe and healthy social management.
He called for mobilizing the entire political system, businesses, and the community to work together to implement the sustainable poverty reduction plan for 2024, the Happiness Index Improvement Plan for the people, and the housing support project for poor and near-poor households.
In his concluding remarks at the conference, Chairman of the Provincial People's Committee Tran Huy Tuan requested that departments, branches, and localities urgently review and objectively assess the indicators that are low or have not met the targets, in order to develop effective solutions and strive to achieve the socio-economic development goals for 2024, especially in recovering from the aftermath of storm No. 3. He emphasized the need to clarify the tasks for each month and quarter, linking them to the responsibilities of individuals and collectives in the implementation process.
He insisted on decisively addressing the issue of evasion and shifting responsibilities among some officials and civil servants; promoting the rotation of personnel who are afraid of making mistakes or taking responsibility; and protecting those who dare to think and act for the common work.
He called for thorough preparations for the upcoming Party Congresses at all levels, ensuring the completion of projects and tasks necessary for organizing the congresses. In the short term, he urged the review and adjustment of personnel planning; the organization of training and capacity-building for officials to meet the established standards.
He also requested a review of available land to immediately arrange resettlement for affected households, paying attention to ensuring that the land allocated for resettlement is reasonable and linked with sustainable livelihood creation measures, so that residents can quickly stabilize their lives.
