Procedures for registering the birth involving foreign elements
|
Process
|
a) The declarant shall submit birth registration dossiers to Administrative Document Receiving Divisions of Justice Services and receive document receiving tickets.
b) Justice Services:
- After receiving full valid documents, registrars of Justice Services shall record such civil status events in Birth registration books and original birth certificates, then Directors of Justice Services shall sign and issue the original birth certificate to the declarant. Copies of Birth certificates shall be issued upon the request of the declarant.
- In case of registering the birth of an out-of-wedlock infant, if his/her father cannot be identified, the declaration section on the father in the birth registration books and birth certificates shall be left blank. If by the time of birth registration, an infant is recognized by some one, the commune-level People's Committee shall handle the child recognition and the birth registration at the same time

Where to submit
|
The procedures shall be implemented directly at Justice Services or by authorizing third parties to submit dossiers to Justice Services.

Contents and number of the dossier
|
- Birth record or its substitute papers such as:
+ Written certification of the witness in case the birth is given outside medical establishments.
+ In the absence of witness, the declarant shall make a written certification that such birth is true.
- Marriage certificate of parents (if their marriage was registered).
- Parents’ written agreement on citizenship selection (where parents select foreign citizenship for their children; the agreement must be certified by competent state agencies of the countries of which the foreign partners are citizens that the selection of citizenship for their children is compliant with the laws of such countries).
