Identifying administration reforms and enhancing provincial competitiveness is an urgent and indispensable requirement of development, in 2017, this sector has been paid great attention by Yen Bai province.

The province has issued many guiding documents. The establishment of the National PAR Steering Committee of Yen Bai province has facilitated the steering and management process. Announcement of PAR Index results in 2016 by departments, and people's committees of districts, town and city; the satisfaction index of citizens and organizations for the service of the State administrative agencies in the province; PAR is the emulation norm of agencies, units and localities; Strengthening  check the PAR ... have raised the awareness and responsibility of all levels and departments on PAR.

In 2017, the public administrative reform (PAR) sector has seen a marked improvement: the quality of legal normative documents has been improved; The system of institutions, mechanisms and policies on state management areas under the jurisdiction of localities has been improved, especially  the reform of administrative procedures has gained many results.

Currently, Yen Bai provides supports 3- level public services for 10 services with a total of 38 provincial procedures; 12 sectors with a total of 257 procedures at the district level. The state administrative apparatus has been reorganized so far. At the provincial level, there are 22 agencies with 126 professional divisions and 17 agencies and 69 professional divisions. There are also 115 specialized divisions under the District People's Committee.

 In general, the organizational structure of the Yen Bai province has been implemented in accordance with the regulations of the Government and the guidance of the central ministries and branches. One-stop-shop, inter-agency one-stop-shop mechanism is implemented in 15/19 specialized agencies under the PPC; 9 districts, town and city; 180/180 communes, wards, townships and central agencies in the locality.
The process of receiving, processing dossiers and returning results according to the one-stop-shop mechanism shall be gradually standardized. To modernize the administrative system, 100% of departments, branches and People's Committees of districts, town and city have LAN network, high speed Internet connection; 30% of communes, wards, townships have LAN and high speed internet connection (People's Committee of Yen Bai and Nghia Lo townships reach 100%).

The province has issued 2,971 mail accounts belonging to the provincial mail system for 100% of the district and provincial agencies, reaching 100 % of provincial and district cadres and civil servants issued with e-mail accounts of the province. The provincial multi-media briefing system has been completed. The system has been completed and ready for operation at four sites.

Thanks to the drastic direction in the implementation, the efficiency of the apparatus is raised. People and businesses are best facilitated in solving problems, PAR is an important factor in attracting investment. The number of investors coming to find out and register for the project has been increasing, of which many large projects have investment capital of trillions, such as Industrial- trade - service - urban IC12 of Hoa Sen Yen Bai JSC with registered capital of over 2.730 billion; Investment project on construction of new urban area in Tan Thinh commune, Dong Tam ward and Yen Ninh ward, Yen Bai city of Chan Thien My economic group JSC, registered capital of over 4.943 billion; Investment project of Hoa Sen Yen Bai Building Materials Company in Minh Quan Commune, Bao Hung Commune, Tran Yen District with registered capital of more than 1,000 billion VND, the Solar power on Thac Ba lake; a combination of hotels, resorts, entertainment centers, amusement parks and clean farms; The project of manufacturing electronic components ... have been implemented, making a clear change in the cooperation and investment attraction of the province.
Results of PAR, competitiveness enhancement, attracting investment of Yen Bai province in 2017 continue to create a premise for this work to achieve more results, serving the purpose of building Yen Bai become the developed province in the northern midland and mountainous areas.
