"Coffee entrepreneurs" - A useful information channel between government and enterprises

Yen Bai has step by step improved the business investment environment by issuing programs and action plans to implement the Government Resolution No. 19 on improving the business environment, enhancing competitiveness of Yen Bai province, orientation to 2020 and Resolution No.35/2016/NQ-CP on support and development of enterprises up to 2020 with the aim of improving the provincial competitiveness index, creating a favorable environment in business investment for enterprises; issuing a plan to support creative start-ups in Yen Bai province in the period of 2017-2020, with orientation to 2025. Yen Bai province has also surveyed and evaluated the competitiveness of departments, committees, sectors and localities.

In addition, Yen Bai province focuses on administrative reform, solving administrative procedures under "one-stop", "one-stop-shop" mechanism, publicizing administrative procedures under its jurisdiction of the administrative agencies in the province in "one-stop", on the website of the province and the departments, the district People's Committee.... The province has strengthened the reform of the civil service regime and enhanced the service attitude of civil servants for enterprise’s interests; Establishing many channels to connect with enterprises to solve problems in investment, production, in which the program "Coffee entrepreneurs" has been held effectively since 2016, becoming an information channel connecting government with business, enterprises with government. Yen Bai portal has been more effective, providing sufficient information for directing the administration, creating transparent information on the operation of the government, helping the investment environment in Yen Bai improve positive, promoting the socio-economic growth of the province.

Up to now, the efforts in creating the open and attractive business environment of Yen Bai have been remarkably successful. The numbers of newly established enterprises and the number of newly invested projects in the province have showed positive signs. In 2017, the province has 212 newly established enterprises, increasing 23 enterprises compared to 2016, bringing the total number of enterprises to the end of 2017 to reach 1,774 enterprises (including 980 limited companies, 391 Joint stock companies, 366 private enterprises, 22 FDI enterprises, 11 enterprises with 100% state owned capital, 4 enterprises with 100% state owned capital); 49 investment projects granted investment certificates with total registered capital of VND10,798 billion and USD 220.8 million, up 26.3% in quantity compared to 2016. By the end of 2017, Yen Bai province has a total of 434 projects (411 projects of domestic investors and 23 projects of foreign investment) with registered capital VND 59.691 trillion and USD 433.36 million.

Especially, in the beginning of 2018, the project of Egde Glass electronic component factory (Korea) in Bao Hung commune, Tran Yen district with total investment capital VND5 trillion has officially started. The implementation of the factory is expected to increase the value, not only bring great benefits to investors, but also create a breakthrough point in the industrial development of the province to attract domestic and foreign investors and form a value chain in hi-tech industrial production in Yen Bai. This is also an important basis for Yen Bai province to maximize the potential and advantages of the province to attract investment to contribute to economic restructuring, labor structure, creating more jobs, increasing the revenue for the state budget, promoting the socio-economic development of the province in the direction of sustainability.

As a result, in the year 2017, Yen Bai province rose one rank in the PCI rankings with 60.72 points, ranked 46/63 provinces and cities, rising 14 points compared to 2013. With the overall average increase of nearly 4 points compared to 2016, Yen Bai continues to rank sixth among 14 mountainous provinces in the North. Although the PCI of the province has not increased significantly, it has shown positive changes in the level of satisfaction of enterprises and investors to the management and administration of local governments and efforts to accompany enterprises, improve business investment environment for the goal of comprehensive and sustainable development.

With the achievements, in the coming time, the government at all levels will focus on strengthening solutions to attract investment, concentrating resources to build socio-economic infrastructure, of which focusing on traffic infrastructure. Developing industry and services according to plannings of branch and schemes and  industrial restructuring plan; prioritizing the attraction of strategic investors with the capability of capital, technology and human resources; High-tech manufacturing projects…. Implementing the synchronous and drastic solutions of administrative reform, focusing on reforming administrative procedures and reforming the regime of public servants and public employees; building e-government, setting up an online public service portal; operating the Provincial Public Administration Center; thereby creating a favorable and  equal business environment to all businesses of all economic sectors for competition and healthy development.

At the meeting of enterprises in 2018, Mr. Do Duc Duy - Chairman of Yen Bai People's Committee committed that "The government at all levels are always willing to listen to the opinions of enterprises and businessmen; to make maximum effort to create a favorable investment environment, promote investment resources in society, create conditions for enterprises to develop stably and sustainably, contributing to the objectives of  building Yen Bai to be a comprehensive and sustainable development and become a fairly developed province in the Northern Midlands and Mountains. Yen Bai province expects enterprises and investors to continue to take initiative in production and business, and share difficulties in operation, constantly renovate technologies to improve production efficiency; In addition, Yen Bai always calls for and welcomes enterprises and investors to seek opportunities in investment, production and business and continue to accompany the local development."
