At the opening speech, Mr. Do Duc Duy - Chairman of Yen Bai Provincial People's Committee gave an overview of the potential on Thac Ba Lake. He said: Yen Bai has the potential to develop small and medium hydroelectricity, making an important contribution to electricity supply in the northern mountainous region. Thac Ba lake has the potential to develop solar power. Although the average number of hours of sunshine and radiation can be exploited to build solar power plants, Thac Ba Lake is a multifunctional lake that both provides water for the whole province and develops tourism. Therefore, the Chairman of the provincial People's Committee wished to receive the discussion opinions from experts in order to both develop the economy and protect the environment.

At the workshop, the representative of NEVN Investment and Development Joint Stock Company gave an overview of solar power projects across the country and the project expected to deploy in Yen Bai province. Yen Bai province has Thac Ba lake - the largest artificial lake in the country, and right now, near Yen Bai province, there is a 500kv Viet Tri substation that can solve the problem of stable power transmission for public projects due to the large capacity in the Northern region, the Company proposed to be allowed to build: a solar battery factory in the Southern Industrial Zone with an expected capacity of 400MW, total estimated investment of about 968 billion VND. Solar power plant is floating on the water at Thac Ba lake with 2 phases: Phase 1 is implemented from 2020-2022 with an expected capacity of 560MW, an area of ​​884.68ha; Phase 2 from 2022-2026, capacity of 800MW, an area of ​​1,600ha.

Northern Cement Business Joint Stock Company proposes to build a Yen Binh solar power plant project with a total capacity of 570MWp3, the total electricity output of the whole plant is about 641,119 GWh/year. The scale of the project includes the items: Yen Binh solar power plant - Cam An cluster with an installed capacity of about 170MWp; Yen Binh solar power plant - Phuc An cluster, capacity of 400MWp. It is expected that mid-year 2021 will be installed, tested and operated.

At the workshop, the delegates heard an evaluation of the technology applied to the battery factory and solar power plant on Thac Ba Lake. Along with that is the order and procedures for evaluating and approving the planning of solar power projects into the national electricity development plan, the regulation on standards, design standards and project evaluation. Issues related to the environmental field such as: measures to minimize and treat waste from the cleaning of the surface of the panels, the effects on the greenhouse effect, the water source of Thac Ba reservoir, other impacts on the environment; impact of the project on aquaculture ...

Conclusion of the conference, Mr. Do Duc Duy - Chairman of Yen Bai Provincial People's Committee highly appreciated investors that have carefully researched and invested in long-term chains, bringing the most advanced technology applied to the electrical energy project in Yen Bai Province. He also emphasized that the implemented projects will make an important contribution to exploiting the potential advantages of Thac Ba lake and at the same time propose a new energy solution before the current climate change situation.

For the solar battery production project, investors are required to coordinate with the Yen Binh district government, local departments and branches to complete the procedures and ensure the construction of the plant by the end of June 2020 as scheduled.

Appreciating the series investment of the floating solar power project at Thac Ba Lake, Mr. Do Duc Duy - Chairman of the provincial People's Committee asked investors to carefully consider the environmental impact issue to ensure stability of people's lives.

For the construction project of Yen Binh solar power plant, it is necessary to ensure the uniformity, synchronization and non-conflict with other projects, especially tourism projects. Investors need to continue researching and analyzing to select the most advanced and optimal technology to ensure investment efficiency while minimizing the ecological environment impact; continue calculating technical solutions to reduce costs, ensure safe operation of the project system.

The Chairman of the provincial People's Committee asked the ministries and central branches to pay attention and support so that the Yen Binh solar power project, Yen Bai province was added to the national electricity planning. At the same time, it is recommended that the concerned ministries and branches guide the province and investors to implement the next steps of the project group to ensure compliance with the provisions of law. He also requested the provincial departments and localities to provide maximum support for investors to complete the project file and submit it to Yen Bai province for permission to carry out the next steps.
