YBP - On the morning of October 10th, Mr. Nguyen The Phuoc, Permanent Vice Chairman of the Provincial People's Committee, worked with the railway Project Management Board of the Ministry of Transport regarding the investment project for the construction of the Lao Cai - Hanoi - Hai Phong railway line, specifically the section through Yen Bai Province.

The investment Project for the construction of the Lao Cai - Hanoi - Hai Phong railway line has its starting point at the rail connection with the Chinese railway in Lao Cai City, Lao Cai province, and its endpoint at Lach Huyen port station in Cat Hai district, Hai Phong City. The total length of the line is approximately 391 km. The route passes through nine provinces and cities, including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong.
The section through Yen Bai Province starts at Chau Que Thuong commune in Van Yen district and ends at Minh Quan commune in Tran Yen district, generally following the route of the Noi Bai - Lao Cai expressway. The length of this section is about 76.8 km, covering three administrative units: Yen Bai city, Tran Yen district, and Van Yen district. There will be a total of six stations within Yen Bai province, including five passing stations: Chau Que Thuong, Dong An, Tan Hop, Yen Hop, and Yen Can, as well as one intermediate station (serving both passengers and cargo) named Yen Bai station.
During the meeting, departments, sectors, and localities focused on discussing and providing opinions on the route alignment and the locations and functions of the stations along the line, ensuring that they are reasonable and align with the actual conditions of the localities, thereby contributing to the socio-economic development of the region.
In his concluding remarks at the meeting, Mr. Nguyen The Phuoc, Permanent Vice Chairman of the Provincial People's Committee, emphasized that Yen Bai Province fully agrees with and strongly supports the necessity of investing in and the government's directive to accelerate the implementation of the investment project for the Lao Cai - Hanoi - Hai Phong railway line. Yen Bai Province also agrees on the route alignment and investment scale for the section passing through the province during the project implementation.
He requested the consultants to report to the Ministry of Transport and the Government to adjust the project timeline; Yen Bai Province will closely cooperate with the Railway Project Management Board and the Ministry of Transport throughout the project implementation process.
To carry out the next steps of the project, Mr. Phuoc urged the investor to work closely with localities in Yen Bai Province and the Department of Natural Resources and Environment to review and compile land use planning adjustments as required by law.
He also requested that the consulting and design unit research the number of stations within Yen Bai Province, specifically emphasizing the need for a station linked to the IC14 intersection in An Thinh Commune, Van Yen district, which will be a mixed-use station serving both passenger and cargo transport. Additionally, he recommended that when the line passes through industrial zones, overpasses or underpasses should be constructed to connect both sides. The investor should also collaborate with localities to determine and unify the scale and crossing points with rural roads appropriate for the areas through which the line passes.
He requested the Railway Project Management Board to report to the Ministry of Transport and the government to allow for the land clearance necessary for both phases of project implementation. Yen Bai Province committed to working closely with the Ministry of Transport and the investor during the project execution with the highest level of responsibility.
