Mr. Ta Van Long – Standing Vice Chairman of Bai People's Committee, leaders of departments: Planning – Invesment, Finance, Foreign Affairs, Construction, Industry-Trade, Resource-Enviroment, Yen Binh  People’s Committee and Yen Bai Electricity attended the working session.

According to proposal made by Phi Group Joint Venture - Hung Vuong Import Export and Construction Joint Stock Company, the compressed air power plant used the modern Kinetic technology invented by Delta Electronic Germany. The plant which has capacity of 140 MW with total construction capital of about $ 297 million will supply electricity for Yen Bai province and other  neighbouring provinces. The compressed air power plant is considered as friendly – environment technology basing on the criteria:  No exhaust fumes - No sewage - No waste.

At the working session, Mr. Do Duc Duy – Chairman of Yen Bai PPC welcomed Hung Vuong Joint Venture Construction Joint Stock Company and Delta Electronic Germany Company to have idea to constructing clean eclectricity project in Yen Bai. Mr. Do Duy Duy refirmed that Yen Bai is always interested in attracting and invinting clean technoloy projects which bring benefits for local ecosociety.

Mr. Do Duc Duy also noted the investors about seven issues when implementing the Kinetic compressed air power plant project in Yen Bai: the policy mechanism on hydro-electric power plant; Administrative procedures; The natural condition of Yen Bai (such as geological conditions, topography, water level); The infrastructure of power transmission system; Information on the new technology; Role of investors on technology, finance; The effectiveness of the project for locality such as: creating jobs for labours, contributing for state budget…

On behalf of Yen Bai province, Chairman of Yen Bai provincial People's Committee said that the province would establis a  group to support the investor of the Kinetic hydropower plant project by led by the Standing Vice Chairman of the provincial People's Committee as the team leader with participating of departments: Industry and Commerce, Planning - Investment, Finance, Construction, Natural Resources - Environment and People's Committee of Yen Binh District. The Investment Support Team is responsible for assisting the investor with administrative procedures, providing necessary information at the request of the investor; Assisting investors in the process of studying, surveying project; Proposing to add the project to the national power project planning.
