In 2024, thanks to the efforts of various sectors, localities, the business community, and the support of the people, the socio-economic development plan achieved significant results.
The Gross Regional Domestic Product (GRDP) growth rate for 2024 reached 7.91%, ranking 7th out of 14 provinces in the region and 25th out of 63 provinces and cities nationwide. The average GRDP per capita reached 56.3 million VND, with 31 out of 32 socio-economic indicators exceeding or meeting the set targets.
By the end of 2024, Yen Bai Province had 3,455 enterprises. In 2024, these businesses contributed over 1,514 billion VND to the state budget, accounting for approximately 60% of the total balanced revenue in the area.
In addition to contributing to the state budget, these enterprises supported tens of billions of VND for the housing assistance project for poor and near-poor households in the province during the 2023 - 2025 period, along with many social welfare activities, humanitarian efforts, and support for disaster recovery from storms and floods.
In 2024, 22,970 jobs were created in Yen Bai Province. The average income for workers in the public sector was 7.6 million VND per person per month; in the private sector, it was 7.3 million VND; and in foreign-invested enterprises, it was 7.9 million VND.
During the year, the province issued new investment approvals and investment registration certificates for 39 projects, with a total registered capital of nearly 11,100 billion VND and 5.27 million USD. Currently, the province has 647 projects with a total registered investment capital of nearly 96,570 billion VND and 280.5 million USD that have received investment approval and registration certificates from the province.
At the conference, the Provincial People's Committee awarded investment approval decisions for seven projects across various sectors.
In his speech, Mr. Nguyen Tuan Anh - Chairman of the Yen Bai Provincial People's Committee emphasized the need for government agencies to continue enhancing reforms and simplifying administrative procedures. He called for effective solutions to improve the investment and business environment, focusing on streamlining and shortening the time for land, investment, construction, tax, customs, mineral, land use, and site clearance procedures.
He urged agencies to regularly identify and promptly address difficulties and obstacles faced by citizens and businesses, fostering a culture of openness and empathy. The goal is to harmoniously and effectively resolve challenges while protecting the legitimate rights and interests of enterprises and investors. Additionally, he highlighted the importance of reorganizing the institutional structure to be "Streamlined - Lean - Strong - Efficient - Effective," aligned with restructuring and improving the quality of the workforce in accordance with Resolution 18-NQ/TW.
The focus should be on prioritizing resources to develop a synchronous and modern strategic infrastructure system, including transportation infrastructure and industrial zones. This involves accelerating the progress of key projects to ensure timely completion and operation, creating new capabilities for economic development. Strengthening digital infrastructure, urban infrastructure, and facilities for culture, society, and education is also essential.
Enhancing the capacity for analysis and forecasting, along with proactive, timely, flexible, and harmonious management of policies, is crucial to mobilize and effectively utilize resources, especially those from businesses and the community.
There should be a strong emphasis on developing potential and advantageous sectors such as agriculture, industry, and services. This includes applying advanced technology in a sustainable and efficient manner, reducing logistics costs, and unlocking the potential for diverse tourism opportunities.
The focus should be on revitalizing traditional growth drivers, particularly through investment, consumption, and export stimulation solutions. At the same time, it is essential to create breakthroughs that promote new growth drivers, especially in digital and green transitions. The goal is to attract investment at 1.5 to 2 times the level of 2024, contributing to achieving a double-digit growth target of over 10.5%.
Additionally, it is important to develop culture in harmony with economic and social progress; effectively implement policies for people with meritorious service, social assistance, and ensure social security to sustainably reduce poverty. The campaign “Joining Hands to Eliminate Temporary and Dilapidated Housing” should be further promoted, aiming for no temporary or dilapidated houses in the province by 2025.
Mr. Nguyen Tuan Anh expressed confidence that businesses and investors would continue to build on their achievements, demonstrating greater determination and effort to overcome challenges. Together with local authorities and the community, they would contribute to the rapid and sustainable development of Yen Bai Province in a direction that is “green, harmonious, distinctive, and happy.”
