In order to strongly and decisively promote the reform of administrative procedures, and to effectively improve the business environment, the Yen Bai Provincial People's Committee has directed agencies, units, and localities to review and reduce 30% of administrative procedures.
The Yen Bai Provincial People's Committee requires agencies, units, and localities to thoroughly review and propose the reduction and simplification of regulations and administrative procedures related to investment, production, business activities, and the lives of citizens. This aims to ensure at least a 30% reduction in processing time for administrative procedures, a 30% decrease in business compliance costs, and the elimination of 30% of unnecessary business conditions.
All procedures related to businesses should be conducted electronically to ensure smooth, seamless, and efficient processing. Continuous reviews and proposals should be made to the Chairman of the Provincial People's Committee to fully announce internal administrative procedures within the state administrative agency system. Additionally, agencies should review and simplify their suggestions for competent authorities to consider amending, supplementing, or abolishing regulations in accordance with the goals set by the Provincial People's Committee and the guidance from the Provincial People's Committee Office.
Strict adherence to administrative discipline is required to create significant changes in work styles and practices. Agencies must proactively address tasks according to their functions, responsibilities, and powers with the highest sense of responsibility, firmly avoiding any situation of shifting blame or evading responsibility. Any acts of harassment, inconvenience, corruption, or negativity should be promptly detected and dealt with rigorously to strengthen the trust of citizens, businesses, and investors.
Departments and sectors should regularly update the decisions announcing administrative procedures from central ministries and sectors, as well as legal documents from the province that stipulate administrative procedures, and prepare proposals for the Chairman of the Provincial People's Committee to issue decisions announcing administrative procedures and their corresponding lists within the required timeframe.
