The delegation surveyed the seven communes where the railway line is expected to pass, assessing land use, affected structures, and crops along the proposed alignment. They examined potential resettlement areas and cemeteries. The project will impact 411 hectares of land and 1,645 households along the 50 km stretch through Van Yen district. The district has issued several directives, established working groups, and held community meetings to gather input. Van Yen district proposed the construction of 16 resettlement areas and planned to expand or build new cemeteries to relocate 785 graves. The delegation evaluated the suitability of locations, infrastructure connectivity, and listened to initial feedback from local government representatives regarding the arrangement plans. They also discussed with district and commune leaders the dissemination of project policies to residents, challenges in mobilizing support, and the situation regarding illegal constructions on agricultural land or land designated for recovery.

Based on observations, Mr. Nguyen The Phươc urged Van Yen district and the involved communes to closely monitor the area and collaborate with consulting units to establish a stable alignment. This will serve as the basis for publicizing the plan and advancing land clearance steps. For the surveyed resettlement areas and cemeteries, they need to promptly finalize documentation and procedures, ensuring transparency and prioritizing the best conditions for residents.

Mr. Phươc also requested that provincial departments enhance coordination, guidance, and support for Van Yen district to promptly resolve difficulties, especially those related to land, construction, and compensation policies. This is to ensure that the national key project is implemented on schedule and in compliance with legal regulations.

Mr. Phươc affirmed that the province would focus on directing resources and swiftly addressing the requests from Van Yen district, with the highest goal of ensuring that land clearance activities are conducted transparently, legally, and on time, fostering strong community consensus and contributing to the prompt implementation of the Lao Cai - Hanoi - Hai Phong railway construction project.
