YBP- In the first six months of 2017, Yen Bai has reformed and raised the quality of the reforming administrative procedures, business-investment environment.
Administrative reform focused on simplifying administrative procedures and applying initiatives on reforming administrative procedures. The province pushed up reforming the state administrative apparatus, implementing “1 Door”, improving the quality of public servants, applying information technology.
In 2016, Yen Bai reached 67,78 points of administrative reforming, ranked at 56/63 among provinces and cities of Vietnam which reduced 15 points and 8 steps against the last year.
According to Decision No. 1230/QĐ-UBND of the provincial People's Committee, the results of the PAR index in 2016 of the departments, committees, branches and people's committees of districts, Department of Labour - Invalids and Social Affairs with 82.08 points and Van Yen District People's Committee with 84.24 points ranked at the first.
According to the Vietnam Chamber of Commerce and Industry (VCCI), Yen Bai province has been considered to have many improvements in investment environment in recent years. The province has signed a memorandum of understanding with VCCI on improving business investment environment and supporting business development to the year 2020 in accordance with Resolution 35 / NQ-CP . Yen Bai also issued the program of action on upgrading the provincial competitiveness index. The province also regularly met and focused on solving difficulties for enterprises, created a mechanism to attract all investment resources into the province.
According to the results of the VCCI, Provincial Competitiveness Index in 2016, Yen Bai province ranked 47/63, provinces and cities across the country (up 4 steps against 2015 and 8 steps over 2014). With a total score of 57.28 points Yen Bai ranked 6/14. However, the investment environment in the area is still not favorable, especially in the field of land, investment procedures, the lack of responsible staff,
At the meeting, delegates spent a lot of time on analyzing, clarifying the shortcomings, constraints, difficulties in implementating and proposed many solutions to improve only PAR numbers and PCI component indicators.
Delivering speech at the conference, Mr. Do Duc Duy affirmed that some departments and branches have not taken into account the tasks of administrative reform and provincial competitiveness improvement as well as paid attention to these two areas.
Mr. Do Duc Duy proposed all levels, branches and localities should consider administrative reform and upgrading the provincial competitiveness index as a political task. In 2017, it is necessary to strive to increase the PCI by 4-5 steps, the PAR index increases by 8-10 steps. After the conference, each department and branch has to plan for administrative procedures and upgrading the provincial competitiveness index.
Regarding the administrative reform, the chairman of PCC requested all levels, branches and localities to well perform the following tasks: improving the quality and schedule of promulgation Legal documents, attaching importance of popularizing and guiding the implementation and revision of legal documents; Departments, branches and localities must complete pay attention tosimplifying and reducing the time for implementation of administrative procedures, strictly implementing “1 Door” mechanism at all local departments and branches; Providing online public services under Resolution 36a / NQ-CP of the Government on e-Government; Implementing the project of the provincial Public Administration Center; Deploying the reorganization of the apparatus, cadres and civil servants
Strictly transparenting all issues related to the establishment of enterprises such as administrative procedures, regulations on fees and charges, issues related to tax obligations ... All procedures must be publicized on provincial Portal and on the website of departments, districts, towns and cities for enterprises to access and study. Renovating and diversifying forms of dialogue, meeting and receiving information from the business community for appropriate measures and support.
Mr. Do Duc Duy, Chairman of the provincial People's Committee emphasized and recommended that the fulfillment of duties in the field of administrative reform and the improvement of the PCI should be considered as an important element for the evaluation of the completion as well as the tasks of the heads of departments, committees, chairpersons of districts, towns and cities. This is also important content for evaluating commendation forms in 2017.
