Report to the delegation on the results after 3 years of implementing the Provincial Party Congress Resolution XVIII and work to take care of the Lunar New Year in 2019 for the people, Ms. Pham Thi Thanh Tra - Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council stressed: With the determination, effort, dynamism, creativity and fierce participation of all levels, sectors and communities enterprises and people of ethnic groups in the province, Yen Bai Provincial Party Committee have gradually overcome difficulties to achieve important and quite comprehensive results. Until now basically the main targets of the XVIII Party Congress Resolution are to ensure the progress, in which 5 targets have exceeded the target. The average GRDP growth rate reached 6.3%, the quality of growth raised. The economic structure has shifted positively in the direction of reducing the proportion of agriculture, increasing the proportion of industry and services. The average GRDP per capita in 2018 reached VND 33.6 million, an increase of VND 8.6 million compared to 2015.

The focus is on building a comprehensive and sustainable agricultural development in association with the new rural construction on the basis of making full use of the advantages of each region and each locality; industrial development in the direction of fast, sustainable and effective connection with environmental protection, which is a breakthrough to promote the province's socio-economic development; promoting synchronous development of trade, services, tourism, creating new impetus for development and better meeting people's life needs; effectively mobilizing and using resources for investment in socio-economic infrastructure development in combination with investment restructuring in the direction of reducing investment from the budget, increasing non-budget investment; continuing to restructure revenues and state budget expenditures associated with increasing budget revenues, creating resources for development investment; continuing to improve the business investment environment, improve provincial competitiveness, expand external activities, attract investment, promote the development of economic sectors; strengthening management and protection of natural resources and environment; proactive response to climate change; prioritizing resources for upland socio-economic development; paying attention to developing synchronously and harmoniously the economy with socio-culture, raising the people's intellectual standards and the material and spiritual life for the people; ensuring national defense and security...

Ms. Pham Thi Thanh Tra - Secretary of the Provincial Party Committee stressed: In order to successfully implement the Resolution of the XVIII Party Congress, Yen Bai province continues to focus on 7 tasks and solutions: Building Party Committee and political system clean and strong, meeting the requirements and tasks in the new situation; effectively implementing 3 strategic breakthroughs, creating a fast and sustainable socio-economic development motivation; making clear and substantial changes in economic restructuring, with a focus on restructuring agriculture, forestry, industry and services of the province; comprehensively developing cultural and social domains; science and technology; ensure social security, improve the material and spiritual life of the people; strengthening resource management and environmental protection; proactive response to climate change; implementing administrative reform drastically, focusing on administrative procedure reform; organizational apparatus arrangement associated with payroll streamlining; enhancing disciplines, improving effectiveness, law enforcement effectiveness and leadership, direction and administration in sectors and levels; strengthening building and consolidating the national defense and security; ensuring social order and safety; improving the effectiveness of internal affairs, anti-corruption.

The work of taking care of the Lunar New Year 2019 for the people is prepared in detail, thoughtful and timely. The province timely supported 380 tons of quality rice for nearly 7,500 households; established 13 delegations to inspect, visit and give gifts to people in flooded areas, families and units on duty of Tet holiday; gave more than 44 thousand gifts to the subjects; interested in urban embellishment; ensured electricity, water, communications; well - organized entertainment and activities; ensured security, order and traffic safety for people to celebrate New Year, welcome spring and participate in Festival activities ... creating an exciting atmosphere for the people to welcome new year with the spirit of "safety, joy, health, saving".

Speaking at the meeting, Party General Secretary and President Nguyen Phu Trong highly appreciated the organization of the launching ceremony of Tet tree planting in the Ky Hoi spring  2019 in Yen Bai province. He suggested that the afforestation movement in Yen Bai should be replicated to provinces to plant forests for economic development, environmental protection and response to climate change.

Mr. Nguyen Phu Trong expressed his pleasure on the achievements of Yen Bai province in socio-economic development, the leadership of implementing the Resolution of the XVIII Party Congress and the work of taking care of Tet 2019 for the people, especially the construction of electricity, road, school and station infrastructure for the sustainable development of the province. The results show the solidarity and consensus of the leadership and the consensus of Yen Bai people for the common development. This is an extremely important factor and a deep lesson to successfully accomplish all tasks.

Party General Secretary and President Nguyen Phu Trong also highly appreciated the leadership, the way and the decisive and creative steps of the province in arranging and streamlining the effective and efficient organizational apparatus; praised the efforts of Yen Bai province in overcoming the consequences of natural disasters, taking care of the people in flooded areas, taking care of Tet for policy beneficiaries.

In the context of a mountainous province still facing many difficulties, achieving this result is very valuable, Party General Secretary and President Nguyen Phu Trong proposed Yen Bai province not to be subjective, content with achievements, but need to enlist the support of the Central to innovate, create, promote the traditions, experience, achieved results to continue to have a new development.

He also emphasized and expressed his belief that Yen Bai will have a better development in the coming period.

On this occasion, Party General Secretary and President Nguyen Phu Trong presented Yen Bai province with the portrait of President Ho Chi Minh, wished Yen Bai province to continue promoting the heroic tradition, achievements and experiences to overcome difficulties, explore and create appropriate steps for 2019 to achieve better results than 2018, comprehensively complete the targets of the state plan, successfully implement the Resolution of the Provincial Party Congress XVIII, Resolution of the 12th National Congress of the Party.
