On September 15, the Department of Industry and Trade of Yen Bai province organized a conference with businesses operating in mineral exploitation and processing to evaluate the production situation in the first 8 months of the year, and discuss solutions to remove difficulties, create favorable conditions for production and business; accelerate the completion of a number of projects to complete the targets and plans for 2023.
Up to now, in the province there are 108 valid mineral exploitation licenses from 93 organizations and businesses; total mining capacity is over 4.2 million m3/year and over 17.4 million tons/year on a total mining area of 1,421 hectares.
Currently, Yen Bai has 76 mines being exploited. Basically, mining enterprises have well complied with the provisions of law in mineral activities. The whole province has 88 mineral processing factories that have been granted investment certificates or investment policies, of which 39 factories are in operation. The value of industrial production in the 8 months of 2023 of the mining industry at 2010 comparative prices reached over VND 3,895 billion, an increase of 23% over the same period; equal to 64.4% of the year plan.
Mineral exploitation and processing activities of enterprises in the province have created jobs for over 7,860 workers, with an average income of about VND 7 million/person, contributing increasingly to the budget.
At the Conference, businesses operating in the field of mineral exploitation and processing clearly stated difficulties and obstacles in their operations such as: lack of waste disposal sites, difficulties in implementing land lease contracts, conversion of land use purpose; increasing mining capacity, granting fees for mineral exploitation rights, lack of electricity for production, additional prices suitable for each type of stone, expanding safety corridors in mining areas...
Relevant departments and branches informed and clarified the problems of businesses related to the fields of land, taxes, electricity... Leaders of the Department of Industry and Trade shared with the current difficulties of businesses and said they would synthesize opinions and recommendations of businesses to submit to the Provincial People's Committee or advise the Provincial People's Committee on solutions to remove difficulties for businesses operating in the field of mineral exploitation and processing.
The Department of Industry and Trade also recommended that businesses, cooperatives, and production facilities research and fully understand and comply with the provisions in legal documents, regulations in current decrees, circulars, and regulations. Regulations have been expressed in mineral exploitation licenses, investment certificates, and investment policy decisions to complete legal documents before and during mineral activities. In particular, businesses must pay attention to ensuring labor safety and fire and explosion prevention.
