Yen Bai City has implemented many solutions to maintain and improve the administrative reform index such as scoring to determine the commune and ward administrative reform index; launching a movement to emulate administrative reform; regularly review the progress and results of implementing the criteria in the administrative reform index set for timely direction, inspection and urging. Along with that, the city has proposed many new, creative models and ways of doing things and administrative reform initiatives. In particular, the city has established teams to review and support the resolution of administrative procedures on land in communes and wards and well implement internal processes to resolve administrative reform on land and grant certificates of the first-time land use rights (land legalization), changing land use purpose from agricultural land to non-agricultural land.

Yen Bai City was the first unit in the province to launch and operate IOC in 2021. The city promotes data digitization, especially land, urban, financial, staff data; implemnets paperless meeting rooms, using tablets and electronic devices for all meetings of party committees and authorities from the city to communes and wards, conducting online meetings to 100% of communes and wards.

The city has maximized its existing potential and advantages in information technology infrastructure, staff qualifications, and people's awareness to quickly develop smart urban facilities to serve the people and enterprises.

In order to support people and enterprises, the City People's Committee directs departments and divisions to fully publicize policies to support investors, focus on resolving administrative procedures to create favorable conditions for businesses. The City People's Committee directs communes and wards to regularly organize "Saturday with people and businesses" to introduce the city's investment attraction orientations, guide the implementation process of administrative procedures, and disseminate provincial preferential investment policies. From 2019 to 2022, Yen Bai city is always the leading locality in the rankings of the Administrative Reform Index for districts, towns and cities in the province. This is a clear demonstration of efforts in effectively implementing solutions to promote the application of information technology and build the city's e-government.
