The Plan sets the goal of effectively carrying out Decision No. 1086/QĐ-TTg dated September 18, 2023 by Prime Minister  approving Yen Bai Province Master Plan for 2021 - 2030 period with a vision to 2050.

It aims to develop an effective roadmap to implement programs and projects to complete the targets and tasks outlined in the master plan.

It clearly defines the timeline and resources for implementing programs and projects to develop policies and solutions to attract social resources for master plan implementation.

It also aims to accelerate development of sectors, fields, programs and projects as approved in the master plan.

It establishes results frameworks for each stage to review and evaluate master plan implementation periodically.

It examines adjustments or additions to tasks and solutions to achieve development goals.

The plan outlines 8 key tasks and solutions: improve mechanisms and policies; attract investment; develop human resources; develop science and technology; ensure social welfare; protect the environment; ensure financial resources; ensure national defense and security.
