Attending the meeting were comrades: Pham Thi Thanh Tra - Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Duong Van Thong – Permanent Deputy Secretary of the Provincial Party Committee; Do Duc Duy - Deputy Secretary of the provincial Party Committee, Chairman of the provincial People's Committee and members of the provincial Standing Committee; Representatives from a number of provincial departments and agencies and districts, town and city.

At the meeting, PhD. Nguyen Thi Thanh Nhan - Chairwoman of Management Board, General Director of AIC Group and representatives of foreign consultants and experts introduced the trend of smart urban construction in the world; national intelligence system; the trend of smart urban construction in Vietnam and presented the project to build the smart urban model in Yen Bai in period 2018 - 2025 and orientation to 2030.

Accordingly, the project of building  the "smart urban" model in Yen Bai province will focus on building a model of smart urban architecture; smart urban management center system; smart urban infrastructure; the center of information management, analysis and forecast of socio-economic situation; smart traffic management center, lights, smart travel; safety and security; …

The development of "smart urban" is towards the change of quality for the new urbanization process. In recent years, Yen Bai province has had strong development steps, building the foundation to build up the e-government, contributing to accelerating the administrative reform to raise the capacity and efficiency of management and service for people and enterprises.

Therefore, Yen Bai province has many advantages and conditions for smart urban construction in the period 2018 - 2025 and orientation to 2030.

Building a "smart urban" model is a long-term strategic process, requiring a proper roadmap. The "smart urban" model aims to build Yen Bai province into a smart metropolis that is applying information technology, industrial revolution 4.0 and synchronous solutions to socio-economic sectors to improve the management capacity, improve the quality and efficiency of socio-economic activities, create a beautiful environment for the people and enterprises. By the year 2030, Yen Bai will have access to modern smart urban areas in the region to become a rapidly developing, comprehensive, sustainable and modern province.

At the meeting, the members in the Standing Committee of the provincial Party Committee, leaders of departments and branches of the province discussed about smart urban scheme of Yen Bai province. They required the consultancy units to be interested in studying the construction of the common architectural framework; build database update center; management of land planning; social management of population, education, health, human resources training; disaster management should be prioritized for investment; to integrate information technology software, e-government on the foundation of the province to be invested and mobilized investment resources ...

Speaking at the meeting, Secretary of Provincial Party Committee Pham Thi Thanh Tra highly appreciated the preparation and wisdom of AIC Group for initially synthesizing a general picture of smart urban of Yen Bai province.

Secretary of the Provincial Party Committee said that before the development trend of industrial revolution 4.0, the construction of smart urban model is inevitable and will promote efficiency and utility in directing the administration of all levels of government, bringing practical benefits to people and businesses. She affirmed that with the determination of the entire political system, Yen Bai province will coordinate with AIC Group to soon complete the basic scheme in 2019 and come into operation in the first quarter of 2020.

In the coming time, she asked the AIC Group to select the key issues based on the existing information technology platform of the province in order to serve effectively people and businesses. The company needs to check, review and re-examine the software technology, e-government of the province implementing to integrate with intelligent urban software technology and take appropriate steps at each level.

The company should actively coordinates with relevant departments of the province to focus on surveying, updating information building center standard data warehouse system; analyzing, evaluating and forecasting in the management and development activities so as to change the awareness and thinking in the course of implementation of the scheme and make concrete and detailed plans to deploy the project in the shortest time.

The Secretary of the provincial Party Committee affirmed that despite being a poor province, having many difficulties, Yen Bai will mobilize, diversify and prioritize resources for investment and consider as one of the key projects of the province. The province will set up working groups to create the best conditions and accompany the enterprises in the process of project implementation.
