According to the Resolution, entire total area and population of Phu Nham commune, Son A commune, Hanh Son commune, Phuc Son commune, Thanh Luong commune, Thach Luong commune and Nghia Lo Farm town are merged into Nghia Lo Town.

Establishing Nghia Lo commune belonging Nghia Lo town bases on the entire area and population of Nghia Lo Farm township; Establishing Son Thinh township bases on the total area and population of Son Thinh commune.

After merging Nghia Lo town has 14 commune-level administrative units including 4 wards and 10 communes; Van Chan has 24 administrative units and 3 townships.

In Yen Bai city, entire area and population of Van Tien commune are merged into Van Phu commune; entire natural area and population of Phuc Loc commune are merged to Gioi Phien commune. After merging, Yen Bai city has 15 administrative units including 9 wards and 6 communes.

In Yen Binh district, merging entire natural area and population of Tich Coc commune into Cam Nhan commune; merging entire natural area and population of Van Lang commune into Phu Thinh commune. After merging, Phu Thinh commune has 22.42 square kilometer and 5.260 population.

After merging accding to the Resolution, Yen Binh has 24 comnune-level administrative units and 2 townships.

In Van Yen district, entire natural area and population of Hoang Thang commune are merged into Xuan Ai commune; entire natural area and population of Yen Hung are merged into Yen Thai commune.

Afer merging according the Resolution, Van Yen district has 25 commune-level including 24 communes and one township.
