The Tân Lĩnh - Tân Lập - Phan Thanh route has a length of nearly 20km. It was invested and constructed in 2006. After many years of use, the route has degraded, with many seriously damaged sections, affecting people's lives and traveling, especially during the rainy season, many sections are flooded, muddy, slippery, posing difficulties and dangers for students to go to school.

In late 2021, the Project to upgrade and renovate the Tân Lĩnh - Tân Lập - Phan Thanh route associated with tourism development in Lục Yên district was started with a total length of 17.5km and total investment of VND112 billion , with standards of a level IV mountainous road, roadbed width of 7.5m and road surface width of 5.5m.

With the solidarity and consensus of the locals who voluntarily donated over 81,800 sqm of land, cut down over 36,100 trees, dismantled nearly 10,000 sqm of fences and architecture structures without requiring compensation or support for site clearance; and the efforts of contractors, the project was completed ahead of schedule by 11 months. This creates connectivity eastern communes with southern and southwestern communes of the district, meets travel and goods trading needs of locals, ensuring convenient traffic during rainy seasons; contributing to completing the transportation infrastructure system in Lục Yên district in general, while aiming to develop tourism on Thác Bà Lake and surrounding areas.
